    Professor emeritus at the University of Tokyo. Born in Kanagawa Prefecture in 1936. Graduated from Hitotsubashi University in 1958 with a degree in economics and from the University of Tokyo in 1961 with a degree in education. Received his doctorate from the University of Tokyo’s Graduate School of Education and has taught at Nagoya University and the University of Tokyo. The author of Nihon no kōtō kyōiku sisutemu: Henkaku to sōzō (Higher Education System in Japan: Change and Creation), Shiken no shakaishi (A Social History of Testing), The Origins of Japanese Credentialism, Daigaku kaikaku o toinaosu (Rethinking University Reform), and other works.
