Born in 1949. Vice-chair of the 2016 Rio de Janeiro Paralympic national team and vice-chair of the Japanese Paralympic Committee. Began his Paralympic involvement as a volunteer, training swimmers with disabilities for the Kobe FESPIC Games (currently Asian Para Games) held in 1989. Continued to volunteer while serving in the Kobe city government as head of the public relations section, director of the health and welfare bureau, and chief audit commissioner. After retiring from government service, has continued his activities on behalf of the 2020 Tokyo Paralympic Games.

After visiting Brazil as the vice-chair of the Japanese national team at the 2016 Rio Paralympic Games, Sakurai Seiichi says that smiles on the faces of local residents were a key to the Games’ success.
