Graduated from Keiō University and received his PhD in economics from Stanford University. Has been a research associate at the Brookings Institution and an economist for the World Bank. Co-editor of Economic Consequences of Globalization: Evidence from East Asia, Free Trade Agreements in the Asia-Pacific, and other works.
