Tokyo Aims to Ban Physical Punishments by Parents
Tokyo, Feb. 19 (Jiji Press)--The Tokyo metropolitan government has compiled a draft ordinance to ban physical punishments of children by their parents and other guardians, in the wake of a series of fatal child abuse cases in Japan.
The Tokyo government plans to submit the draft to the metropolitan assembly session, scheduled to start on Wednesday, hoping that the ordinance will be introduced on April 1.
An ordinance prohibiting physical punishments at home has not been introduced by any prefecture in Japan, sources familiar with the situation said.
The draft also included provisions designed to prevent child abuse or detect it as early as possible.
Still, there remains uncertainty over the effectiveness of the ordinance in eliminating child abuse, pundits said.
