Tokyo, Sept. 10 (Jiji Press)--Kyoto ranked top in a list of Japan's most powerful cities besides Tokyo in 2019, an affiliate of Japanese real estate developer Mori Building Co. said Tuesday.

Fukuoka came second, followed by Osaka, according to an annual survey by the Mori Memorial Foundation. The top three were unchanged from the first survey conducted last year.

A total of 72 big cities were rated by 83 indicators in six categories--economy and business, research and development, cultural interaction, daily life and livability, environment, and accessibility.

Kyoto received the highest score in the cultural category thanks to its accessible environment for domestic and foreign tourists, as seen in multilingual services at tourist information centers and hospitals.

The western Japan city also scored high in the research section because it has a large number of universities.
