City Sues Minister over Removal from Hometown Donation System

Osaka, Nov. 1 (Jiji Press)--Izumisano Mayor Hiroyasu Chiyomatsu filed a lawsuit on Friday against Japanese internal affairs minister Sanae Takaichi to cancel the ministry's decision to remove the western Japan city from the revised "furusato nozei" hometown tax donation system.
The mayor filed the suit with Osaka High Court, claiming that the removal was illegal and invalid.
The complaint noted that the system under revisions to the local tax law in June limits the value of return gifts to donors to local specialties worth up to 30 pct of the donation.
The ministry concluded that Izumisano did not meet the requirements of the revamped system, as the municipality received a substantial amount of donations between November last year and March this year.
Izumisano said that its efforts to solicit donations "were completely legal" as there were no legal restrictions during the period in question.
